INTRODUCTION OF
JOHN W. GARDNER. Secretary of Health. Education. and Welfare

One of the areas in which Federal-State relations are most significant
In that for which the Department of Health, Education. and Welfare is
responsible.

We are privileged to have with us today, a man who came to
Washington determined that his sprawling responsibility would be
effectively administered.

Dr. John W. Gardner did not need to make a reputation as an
Administrator. Hebrought it with him. As President of the Carnegie
Corporation of New York and the Carnegie Foundation {or the Advance-
mcnt of Teaching. John W. Gardner was no neophyte to his new assignment.
A former teacher. a Marine assigned to the Ofce of Strategic Services
during World War ll. a graduate of Stanford with a PHD from the University
n! California. Dr. Gardner has. from time to time. served in important
advisory capacities to past Administrations. He holds the U. 3. Air Force
Exceptional Service AWaird. and in 1964 was awarded the Presidential
Medal of Freedom. the highest civil honor in the United States. He is
the author at at least five books dealing with education and the individual's
pursuit of it in our highly complex society.

And new he presides own one of our largest and most critical govern-
mvnt departments. 1 am pleased to introduce the distinguished Secretary

of Health. Education. and Welfare. the Honorable John W. Gardner.
