Since the First Governor's Conference on Higher Education, Florida
has launched under direction of the Board of Control what we call
the Space Era Education Study which will set the course for meeting
Florida's space age needs in the fields of science, engineering and
research. In the view of 30me or the nations outstanding educators and
scientists who are assisting in this project, this study is one of the
most significant now going on in the United States. it could very well
he the single most significant thing now going on in the State of
Florida. You will hear a progress report on this study later today.
Final recommendations will come early in March so that they may be
considered by the 1963 Legislature.
Here are some other important developments which have taken place
in higher education in Florida since our last nesting.
Last September, the {Our state universities began year-round
operation under the trimester plan, the first state in the nation to do
so on s systemwide basis. it was Florida's way of meeting the impact
of growth which will see enrollment of the state's public and private
Junior colleges and universities more than double between now and 1970.
The school day, the school week, and the school year, are being
expanded to get most efficient operations Out of our educational system.
The Board of Control plans to continue evaluation of this year-round
Operation with the purpose of improving it.
COnstruction has begun on a fifth university in the state system,
Florida Atlantic at Boca Eaton, which will open its doors in 196%.
This is a unique type of institution--a two=year upper divisional, under-
graduate university. This institution will not be organized into tradi
tional schools and colleges nor will he necessarily bound by the
policies and procedures of traditional educational methods. It will

utilize the very latest in tesghfng techniques and OQuipment. The
Board of Control also is planning for the realization of a degree
granting institution in Pensacola.
An accelerated building program has been started in the University
System, particularly in the science areas, with proceeds from $25
nillioa in reveiue certificates. The building program will be one of
the largest Ever undertaken in this period of time in Florida.
The Institute for Continuing University Studies, which was
established in December 1961, has had a rapid expansion and development
as a revolutionary kind or higher educational organization which will
extend the university campuses to the length and breadth of the entire
State. The function of the Institute is to bring the varied instructional
programs of each university into any location of the State where there is
Justified need and where the programs can appropriately be offered off
campus. This plen is assisting industry by establishing centers for
graduate instruction for engineers and teachers on the basis or justified
need.
Under the Hole and Scope project, we have started to make inter-
institutional decisions to avoid unnecessary and uneconomieel duplications
of effort in the State University System. Under this continuing
program, the Board of Control will determine the role and function of
each of the Univesities so that all will work together in a coordinated
fashion to serve the higher educational needs of our citizens.
