LAKE BUTLER PRISON DEDICATION
June 2, 1964

I need not belabor this audience with a recitation of
the events, the mistakes or the labors leading to this occasion.
Rather, let me pay tribute to an awakening social consciousness
which has at last fixed sufficient value on the least of these,
our brethren, to make it worthwhile that they be rescued for
their own sake.

The values to society flowing from that redemption are too
obvious to require cataloguing. But this new reception center is
not to be built for the 90 and 9--it is built for the one who has
been lost. we turn aside now from the 99 -- away from building
roads, schools, parks, hospitals -- to look for the one that is lost.

A few days ago in addressing a committee of the Congress I
expressed the thought that America has taken its stand as a nation

governed by laws which are the embodiment of our concept of Justice.
They are laws which protect the weak from the strong, not because
the weak command, but because it is right -- and Just -- to do so.
So now we help the weak, not because we must, but because
we would. When we break ground for this great institution we do
so in the name of the peeple of Florida on behalf of all those
whose warped minds and twisted spirits have caused them to lose
their way, in the hope and with the prayer that this institution
will be the rod and the staff which will lead them back to

righteousness.
