During the past several years state and local governments, like
businesses, have become so complex, the growht of their activities
.has become so rapid, the spread of their interests has becOme so

'broad, that it is no longer possible by classical methods to

lecisions. Partly to meet this problem these governments have
nechanized classical procedures, such as payroll preparation, tax
and apprOpriation accounting, and utility billing, but little has
;been done to design or construct comprehensive systems providing in
usable form the basic data needed by state and local governments.
State and local governments are among the major enterprises of
the nation. In 1960, one in every nine employed persons worked for
, 'a unit of state or local government. Collectively, these units
employ nearly three times as many persons as does the Federal
Government.
The deveIOpment of modern computers is, of course, a major
breakdown equivalent to the deve10pment of the steam engine, and

government must learn to map this new tool and technique if it is to

keep abreast of its task.
