X. APPRECIATION

The southern Governore' Conference has been privileged to hold its
Twenty-sixth Annual Meeting at Hot Springs National Park, Arkansas. We
wish to express our deep appreciation to our gracious hosts. Governor
and Mrs. Orvsl E. Faobus, and to the State of Arkansas, for providing
so generously for the full enjoyment of our stay in this beautiful
state. Their bountiful hospitality and many kindneesea have made this
neeting a most memorable one indeed.

The Conference is deeply grateful to the Chairman and all of the
members of the Host State Connittee, to the Publicity and Parks
Commission, to the members of the state legislature, the personnel of
the Arkansas State Police. and to all the other fine people of Arkansas
for their many and splendid contributions to our comfort.

we are deeply grateful to the esnsgenent and staff of the Arlington
Hotel for their fine consideration throughout our stay, and to the
Hot Springs Chamber of Cunnerce.

The automobiles provided by the General Motors Corporation for our
transportation and that of our parties is appreciated by us all.

Able representatives of the press, radio and television have
attended and reported our Conference to the people of the South and

the United States. we appreciate the conprnhensiVe coverage they
have given and the accuracy with which they have reported the proceedings.

To Governor J. Lindsay Almond, Jr., of Virginia, our retiring

chairman. we express our deep gratitude for his splendid stewardship
of our Conference activities during this past year.

I. SOUTHERN REGIONAL NUCLEAR ENERGY PROGRAH

HEREAS. the Southern Covernnrs' Conference lest year pledLed vigorous
support to the regional program on nuclear energy development; and

NHEREAS, this Conference in October, 1959, approved the Southern
Interstate Nuclear Compact, developed at the request of the Conference and
since adopted by the States of Kentucky and Louisiana;

NOW THEREFORE BE IT RESOLVED that the Southern Governors Conference
urges the several states of the region to enact the compact at their next
legislative sessions so that it may become operative at the earliest
possible date; and

BE IT FURTHER RESOLVED that the Regional Advisory Council on Nuclear
Energy be continued until the Southern Interstate Nuclear Compact comes into
effect. and for a reasonable time thereafter, to permit the remaining RACNE
member states to participate in the program and to afford them time to adopt
the compact; and

BE IT FURTHER RESOLVED that each state during this period of transition
is urged to contribute the sum of $7,000 for a period of two years ($3.500
per year) for the continuatiOn of this regional nuclear probram of the
Southern Governors' Conference, provided. however. that upon activation of
the Southern Interstate Nuclear Compact, each state participating in this
program shall thereafter contribute the sum it would pay as a member state
under the compact formula of financing, such sum not to exceed $5.000 per
year.

hsve been studying this problem during the pest yeer, end et their
direction en interstete compect progren for highway safety end motor
vehicle reguletion is in the process of perfection, end our Committee
on Highvsy Sefety hes drewn this progren to our sttention. since it is
designed to provide e cooperative interstete solution for the more
pressing problems of driver license reguletion;

NOW THEREFORE BE IT BxSOLVED the: the Twenty-sixth Annuel
Meeting of the Southern Governors' Conference records its epprovel in
principle of this effort to develop e compect or compacts covering
these importent highuey sefety matters, end the Conference further
urges the stetes of this region to give close consideretion to the
finel version of the conpect or compects which result from the study
sponsored by the Hestern Governori Conference; end

the Southern Governors' Conference he continued in existence with
instructions to cerry ferverd cooperetive efforts for unplenentetion of

IV. UTILIZATION OF RUM GUARD AIRCRAFT

um, the Governors of the several states, the murders-
in-Chief of the Amy and Air National Guard, having been subjected
to considerable harass-ant by dubious reporting of certain news
media concerning utilization of military aircraft assigned to the
Amy and Air National Guard of the sovereign states; and

WHEREAS, the Governors as Conanders-in-Chief of the National
Guard of the several states are responsible for the organization,
training, ahinietretion and utilization of the assigned equipment

of the Amy and Air Rational Guard; and

Rims, they co-lnd the Amy and Air National Guard of the
several states. respectively; and

Rims. present Air National Guard regulation, specifically,
Wit-76.6 with changes 3 and C are nbiguous and restrictive in
nature, as to which personnel are authorized to fly as passengers in

the Artsy and Air National Guard aircraft;

mu THEREFORE BE IT RESOLVED that the Department of Defense,
the Secretary of the Air Force and the chief of the National Guard

bureau be requested to reassess the aforementioned regulation to the
end that the authority be given specifically to Conanders-in-Chief
of the several states to designate the utilization of Array and/or Air

National Guard aircraft when on official state business and to
authorize concurrent travel of personnel so designated by then.

WHEREAS. encouragement of world trade and coemmrce is essential to friendly

relations with the people of other nations and to the economy of our own country.
and this has been accomplished through the Reciprocal Trade Act; and

HEBREAS, the administrative procedures of our foreign trade legislation
designed to safeguard the economic opportunity and health of American industry
at all levels. in countless fields. and in all sections of the nation have not
been used as intended by the Congress; and

WHEREAS, many foreign-produced goods continue to usurp the American market-
place chiefly because they are manufacured under wage and working condition
standards which are at odds with American public policy and state end federal
laws. and not because they meet demands that cannot be met by domestic enterprise;
and

WHEREAS. employment security and job opportunities of millions of American
citizens in certain major segments of our economy. such as textiles and apparel,
seafood production, oil and refined products, and other minerals and related
products. have already been seriously affected by excessive imports, thereby
thwarting contplated industrial expansion geared to absorbing the nation's
expanding workforce;

Mow THEREFORE BE if RESOLVED that this Twenty-sixth Annual Heating of the
Southern Governors' Conference hereby urges and requests the executive and
legislative branches of the federal govarnment to act promptly and appropriately
to buttress the nations security and economic strength as follows:

i. Rasaamina and reshape policies and programs concerned directly with the
flow of trade in the light of such changes in world conditions as the conflict
between nations devoted to freedom and those shackled by communism, the rebuilding
of var-stricken countries of Europe and Asia, the development of retarded arena,
the growth of regional trading areas, and the vast differentials between the
living and work standards in the United States and those in other nations.

2. Promptly establish import quotas which will provide fair treatment and
adequate protection to both domestic and foreign producers and industries in the
fields of textiles and apparel. menhaden and shrimp fisheries, and other areas
in which excessive imports are now damaging the domestic economy and security,
and assure that the present mandatory oil import program be held in line with
the ratio quota recommended by the President's Cabinet Committee as essential to
protect the national security.

3. Act athinistratively and legislatively to preclude further trade
concessions under the General Agreement on Tariffs and Trade at Geneva on any
coemodity unfairly affected by excessive imports.

a. Launch a broad-scale, intensive investigation under the sole direction
of the Congress to determine the revisions of all laws dealing with trade matters
needed to rectify the errors of the past and establish a trade program mutually
beneficial and fair to all participating nations.

HHERBAS, a select cannittee of this Conference during the peat
yeer reviewed the ecope of activity of the Conference's regular
Cunnittee on Industrial Development and on August 1, 1960. reported
its recommendationa to the member: of the Conference, with the auggeation
that the committee should have a broad and flexible mandate in order to
acconmmdete to changing situations and new information, as well as to
mirror the interests and experience of its mambere;

NOR THEREFORE 88 IT RESOLVED that the Twenty-eixth Annual Meeting
of the Southern Governore' Conference authorizes the reeppointment by
the Chairman of the Conference of the Committee on Industrial Development,
empowered to undertake the various activities contemplated in the report
of the eelect committee.

VII. TAX EXEMPTION 0N FEDERAL INSTALLATIONS

HHEREAS, the states are losing millions of dollars in state taxes
on liquor, beer, clgarettea and other items each year through exceptions
and evaelona due to alleged immunity of poet exchanges, couniesarles
and other federal installations;

NOW TNBREFORE BE IT RESOLVED by the Twenty-olxth Annual Meeting of
the Southern Governore' Conference that the Congress 1a hereby urged to
enact legislation permitting state taxation on sales of liquor, beer,
cigarettes and other items at post exchanges, counlsoariee and other
federal installations, as has been done with reapect to sales of gasoline
and other motor fuels.

VIII. OONSTITUTIQIAL COW

HHSREAS, "in the past thirty years there has arisen a generation that
knows not the Constitution"; and

lEREAS, the South of our Nation stands as one of the last bastions
of the federal system under the Constitution; and

WHEREAS, we are presently engaged in war at home and abroad between
the ideologies of cannunisn and freedoe. and there necessarily must be a
knowledge and appreciation of the Constitution. if we shell prevail;

NOW THEREFORE BE IT RESOLVED by the Southern Governora' Conference
that this Conference hereby recomends to the several states of the
Conference the teaching of the Constitution of the United States and its

principles; and

BE IT FURTHER RESOLVED that the Southern Governora' Conference commend
the Honorable J. Lindsay Allond and onorable David J. Maya and the
Virginia Calniesion on Constitutional Government for their state-eats con.
cerning the work of the Commission end their leadership for constitutional
government, and urge the other states of the Union to follow their example.

HIGRWAY SAFETY WHEREAS, the Southazn Governet'e' Conference in 1959 created a comiisittee to t'ecommend nieasures far tiliproving existing systems of driver license issuance and revocation and Ear other methods of improving safety on our highways; and WHEREAS, our colleagues in the Western Governors' Conference also have been studying this problem during the past year, and at their direction an interstate compact program for highway safety and motor vehicle regulation is in the process of protection, and our Camittee on Righway Safety has drRMn chia prograin to our attertioni since it is designed to provide a cooperative interstate volution for the more pressing problems of driver liccuse regulation; NOW TlEREFORE BE IT RESDLVED that the twenty-sixth Annual Meeting of the southern Governors' Conference records its approval in principle of this effort to develop a campact er campacts covering these important highway safety illatters, and the Conference further urges the states of this region to gi.ve close consideration to the final version of the compact or campacts which result from the study sponsored by the l'iestern Governor~s' Conference; and DE IT FU1tTtER RESOLVED that the Comittee on nighway Safety of the Southern Governors' Conference be continued in existence with instructions to carry forward cooperative efforts for imp Leinentat ion of proposed highway safety compacts, and during the ensuing year to give study ta both physical and mental health aspects of highway accident prevention through coordination with public health officials.

11L liEDICAL CARE WKEREAS, there is an increasingly acute awareness of the problems faced by our greving number of senior citizens, including health and medical care employment and income maintenance, provision aE suitable housing, and enrichment of leisure-time activities; and WKEREAS, the most pressing of these problems la the financing of adequate health and medical care; and WKEREAS, the Congress has recently enacted the Herr*Frear Bill, incorporating much-needed provisions which will make available better medical care for both those aged persons receiving old-age assistance and those who would used Soverraental heLp coly for cheir medical requirement -this being an important step in the right direction; NOW TREREFORE BE IT RESO1MED that the Southern Governars' Conference cenamends to its member states the desirability of immediate action ca impl.eeient whatever federal statutes are or may beccme enacted in this field in order that their benefits may be available to the eBed.

IV .UTILIZATION OF NATIONAL GUARD AIRCRAFT NHEREAS, the Governors of the several states, the Commanders-. in-chief ci the Army and Air National Guard, having been subjected to considerable harassment by dubious reporting of certain news media concerning utilization of military aircraft assigned to the Army and Air Nat ional Guard of the sovereign states ; and NHEREAS. the Governors as Commanders-ieChief of the National Guard of the several states are responsible for the organization, training, administration and utilization of the assigned equipment of the Army and AitNat ional Guard ; and WHEREAS, rhey ceso.and the Army and Air National Guard of the several states, respectivelyi and WHEREAS. present Air National Guard regulations, specifically, ANGR-76-6 with changes B and C are ambiguous and restrictive in nature, as to which personnel are authorized to fly as passengers in the Army and Air plational Guard aircraft; N(IW THEREFORE BE tT RESOLVED that the Department of Defense, the secretary of the Air Force and the Chief of the National Guard Bureau be requested to reassess the aforementioned regulation 00 the end that the authority be given specifically to Conmanders-in-Chief of the several states to designate the utilization of Army and/or Air National Griard aircraft when on official state business and to authorize concurrent travel of personnel so designated by them.
