Dear Farris:
Had a good trip hOme. One of the troopers returning to
Little Rock took us to the airport there Wednesday after-
noon and we flew on to Memphis where we spent the night.
Arrived here early the next afternoon after 532 non-stop
flights.
After your departure. Biba and I returned to the con-
ference Wednesday morning. Thought you would be interested
in the final proceedings:
Constitutional Government Governor Almond departed
from the agenda to present the Chairman of the Virginia
Commission on Constitutional Government. The attached
summary from the Cammercial Appeal fairly well covers the
discussions, except for reservations expressed by Governor
Patterson concerning the appointment of Constitutional or
Sovereignty Commissions over whose actions the Governor could
not exercise authority. Such a commission would have to have
its authority from either the Executive or Legislative branch
of the government and if it was the latter. it would create
a means for an ambitious member of the Legislature to vault
into the office of GoVernor, particularly at the expense of
any Attorney General who might have similar aspirations.
According to his experience in Alabama where they have been
almost continually involved in civil rights litigation,
questions of policy are constantly recurring and are of great
importance and concern and he was definitely of the opinion
that no such commission should have power to determine those
questions of policy independently of the desires and wishes
of the Chief Executive. Enclosed are samples of the pub-
lications of the Virginia Commission which are being dis-
tributed periodically throughout the country as a part of

their educational program.
Resolutions In addition to Governor Bollings'
resolution which was actually penned by him on the spur of
the moment. the conference unanimously adopted resolutions
offered by Governor Ellington, copies of which I have ob-
tained and enclose. and two of which were amended as indicated.
Conference Officers As you no doubt already khan,
Price Daniel is the new chairman and Vandiver is the Vice
Chairman. However. I thought you would be particularly
interested in the enclosed article from the Arkansas Democrat
describing the behind-thescense deliberations of the nomina-
ting committee. It appears that Governor Faubus was the
victim of a white bloc vote".
Conference Site The only invitation extended for next
year's conference site was that of Governor Ellington for a
place "somewhere in Tennessee". It was unanimously accepted
and afterwards informally Governor Ellington stated that it
would probably be in Gatlinburg but that he would advise the
GovernOrs more definitely within the next few days.
Executive Session ~ Governor Almond noted that the entire
conference had been open to the press but that there was one
item which would he considered later in Executive session,
and which he declined to identify except to state that it
was not political.
Incidentally. JUdaon wasin Tallahassee yesterday and
Bill Durden volunteered to him that Manuel and the present
administration were most agreeable to taking any action or
entering into any employments for the Turnpike which you
might desire and which might enable you to avoid any delay
which would otherwise be required in the initiation of your
own program for that facility. Juddy's impression was that
the statement was made with no ulterior designs and in
complete faith.
You may have observed that the Supreme Court yesterday
threw out as invalid the proposed $35.000,000.00 Duval
School Issue. It had been approved by Mr. Trimble, which
somewhat bears out the thought that there is nothing sacred

about New York bond counsel.
You stated in Hot Springs that you would like to talk
to Frank. Ask Mrs. Rogers to tell me of a convenient time
and I will make the arrangements.
We certainly enjoyed our visit with you and Julia at
the conference. Tell her to observe from the additionally
enclosed clipping that Hrs. Almond observes it to be im-
portant to start each day by having breakfast with her
