Meaning that future Jamborees will follow the pattern of those held in the
past, and that upwards of thirty-eidzt sections and 50,000 boys may be
involved, the following minim requirements are proposed:
1.
Acme: 2,000 to 3,000 acres of land.
The ainimn of 2,000 acres might be workable if there is a large
percentage of open area and ground that is sufficiently level to
erect small tents and permit sleeping on the ground.
If the land is rugged or has extensive wood cover. LOW acres or
more night he required. Shade trees are desirable to add beauty to
the surroundings and cdort for the calipers.
Cmmications
It smild be preferable if the area were laid out with a pattern of
paved roads that could be closed or! for the exclusive use at the
Jamboree.
An adequate system of arterial highways should be convenient to the
site.
Transmrtation
111s railrouds within ten to twenty-five miles of the site need to have
facilities for handling twenty-five to thirty special trains per day
{or the three days before and the three days following the Jenner-es.
We will usually require the existence of two or more nain lines
serving the area. Terminals should be capable of handling trains of
up to eighteen cars in length. All usual facilities for icing,
provisioning and repair need to exist in or near the terminal area.
Spur tracks for handling baggage car unloading must have a minim
capacity of approatiastely forty cars per day for three days before
and three days after the Janboree. Tractor trailers lust be able to
back to the side doors of cars for loading and unleading. The need
for end docks for pigy-back service will be of increasing importance.
Serious consideration lust be given to railroad carrying capacity in
a large area (100 to 1,000 miles) true the chosen site.
Bus servicing and dead storage space for 3504000 buses should be
available.
Accessibilitx
A good source of supplies must be readily available.
Manpmrer, construction equipent and supplies should be available
within a radius of ten to twelve miles {ran the site. A large
metropolitan city of more than 500,000 population, vithin a radius
of thirty to fifty niles, or 1} hour's driving tine, is necessary
for food service and nrahouse facilities.

A minimum of 1§ aillion gallons per day or safe, tested potable
water is required. If this water is not available true a metropolitan
supply and mat be supplied by walls, such Hells should be capable
of producing the 1} million gallons or water in tvclve hours. Under
this condition, two million gallon storage vould he required.
Drang and waste Dismsal
Good drainage is as important as adequate water. (A sodded terrain
is a desirable requisite to reduce annoyance from dust and tr:- and
in rainy weather) The ground lust have adeqmte porosity and he of
a consistency to allow for ease of excavation for latrines, drainage
snaps, shower pits, etc. Tight clay or outcropping of ledge rock
would represent an insunountahle problem. A site near a river to
permit ease of disposal of all shaver waste. W to a million
gallons a day, would be preferable.
Facilities for incineration of trash and arbage or sanitary land
fill should he adJacent to the site.
Pover Electric
Electric power should be available to the site to provide a minim of
1,000 KVA. If water is secured from wells where pimping facilities
must he set up, this demand would increase.

The site should be reasonably com-enient to established trunk lines
or at a maximum of ten ailes distance. Services would require the
following aininun:
a. 6 position, 250 line switchboard, equipped with
50 trunk lines.
h. 50 stations for pay phones.
c. 26 pair available for press, radio and television needs.
Hazards
Care should be exercised to avoid natural hazards such as
uncontrollable cliffs, quarry ponds and large swamps.
Undersirable poisouous plants. animals and insects should be avoided
or placed under an advance control program.
