Xou, no doubt know. that the eooolpliehmsnts
or the Citieene Constitution Committee with it's Three
Recommendations for Constitutional Revision in Florida.
for the 1961 Legislature cone to exactly nought.
uh wrote you some time ago that the plane for
Article V vere dropped rhea the florid: Bar Aeeooietion,
et its Annual eeting in Polo Beech did not take any
notion on the work or the Special Committee or that
Aoggoinzion to redrott Article V., which we teithtuliy

failed to be reported on or the epproprie ion committee
of eeoh house or the Legielature.
MICE III, ooneiderebl watered down into

Consequently the work of the Committee in the Legio-
luture went for naught. several of our members of the
Board of Directors. or the Executive Committee and or
the General Ionborehip spent long hours talking with
Legislators, but without final suoeess.
we are disappointed but not disillusioned.
we realise that there was no grnss reots' sup rt for
these redomnondntions end that the support or he newe-
pepere was divided with the many other important issues
that were before the Legislature. we did not have a
sufficient amount of money to permit our Executive
Director to devote his errorte toward the aims of the
Committee, when his help was most needed, in the second
half of the session.
It is our feeling that if the work of the
0.0.6. is to eontinue there must be more fundamental
reeeoreh on the Constitutional Revision in Florida.
We did not have nearly enough roots to show shy re-
vision is necessary and why revision will save tins and
money in the Government or the State or Iloridn end for
its Oitisens.
In order to secure money from interested
people we must hnvs those roots, but in order to secure
the {note we must have money for research. This is the
girdle that we must find the means and the method to
100.
With re nrd to any future progrnn or Oitisene
constitution Go ttee we must also find issues that
will secure greater interest on the port of the eople.
I suggest, for instance potential revision or
kooutive mm. and the mm. dealing with r-
tionmsnt. The matter or Hone Rule for Innioi ties
has also been sug sted. Here. agnin, we may fail but
at least we will .ve interested sons segment of the
population in the vital Constitutional issues hetero
the people of floridn.
It 133 are interested in these thi in any
future program or the Committee, and would or or snag
gestions on these: or any other matters, we should very
mush oppreointe your reaction.
Sincere
J. I. e
yours
