Dear Senator:
As I said in my telegram of March 26, I In delighted to
learn of the action of the President in appointing yon as a
Member of the Advisory Connmssion on Intergovernmental Relations.
This Commission. as you know, deals with some of the most
difficult and complex prohla-e and questions that confront us in
government today. and we are looking forward with great pleasure
to working with yov on them.
Mr. Hm. G. Colman. the Snacutive Director of the Commission,
will be writing yon in the next day or so with background material
relative to the Commission, as wall as travel forms and other
administratiVe matters.
The overall responsibility of the Commission as laid down
in its enabling statute in to aahe recommendatione to various
levels and branches of government on the specific problems of
intergovermaental relations. The Comioaion's reco-endations
may go to the Congress, the President, the Governors, the State
legislatures, governing hoarda of local governments, or combina-
tions of any of these. The Commission is an advisory body and
has no power except the power of persuasion. Because of its
unique role in the American federal ayatem, new Members are
usually inmediately concerned as to their roles as tubers and
whether they are functioning in an official or individual
capacity. The legislative history and the previous practice of
the Commission place the role of the Henher as an individual
rather than an official representing a particular jurisdiction.

a Governor. or other official. The following excerpt from the
minutes of the July 1967 meeting applies to another aspect of
this general question and reassures Members that their votee on
matters before the Commission are not in any sense binding on
their future policy positions.
