Dear Sir:

I would like the opportunity to correct an erroneous impression
crested by your February 24. l969 article, "How Btste-Local Tax Load
Varies." The tsble that you published carried the unnecessarily
inflenatory heading "Where State-Local Tax Burdens are Hesviest"
whereas we used the more subdued-~and more accurateo-title "State

and Local Tex Revenue as a Percent of State Personal Income. by
State. 1957. 1962 and 1967."

This difference in terminology reflects the fact that State
and local governments commonly levy taxes that ultimately fall on
residents of other States. As such, it is simply not accurste to
call the retio of all tax revenue to personal income for a particular
State a measure of the tax burden paid by residents of that State.
Indeed. to accurately measure the aggregate tax burden paid by
residents of any State, it would be necessary not only to exclude
taxes that are exported but to include texss that are "imported."

For these reasons, the measurement of tax burdens can become
a quite complex undertaking. Such a study was decidedly not our
purpose; rather. we sought to publish useful and (actual data related
to the many aspects of State-local finance (such es revenue-shoring
proposals as you did point out).

I respectfully submit that our purpose vea ilpsired by the

questionable language thst appeared in your article-owhare phrases
such on tax bite and tax burden proliferate.
