learn of the action of the President in appointing you ea a
Member of the Advisory Co-ieeion on Intergovernmental Relatione.

Thie Couiaeion. at you know. deale with cone of the moat
difficult and couple: problem and queetione that confront us in
government today. and we are looking forward with great pleasure
to working with yen on then.

Hr. Rm. 6. Colman. the Executive Director of the Coniaaion,
will be writing you in the next day or so with background material
relative to the Couniaeien, ae well as travel forne and other
administrative utters.

The overall reeponaihility of the Co-ieeion ea laid down
in its enabling etatute ie to nab recounndatione to varioue
levels and hranchee of governmt on the apecific problem of
intergovernmental relations. The Comiaeion'e recumndatione
may go to the Congress, the President, the We. the State
legielaturee. governing board: of local govert-ente, or combina-
tions of any of these. The Couniuion ie an advieory body and
has no power except the pane: of pereuaeion. Becauu of ite
unique role in the American federal eyeten. nee Huber- are
usually innediately concerned as to their rolee as More and
whether they are functioning in a official or individual
capacity. The legielative hietory and the previoue practice
of the Conmiaeion place the role of the Member at an individual
rather than an official representing a particular jurisdiction,
conetituency, or depart-at. Obviously, in many of hie canente
the Member will epeak free the vantage paint of a Cabinet office,
a Governor. or other official. The following excerpt from the
minutee of the July 1967 meeting appliee to another aspect of
