Dear Governor:
As I said in my telegram of March 26. I am delighted to
learn of the action of the President in appointing y0u as a
Member of the Advisory Comission on intergovern-ntal Relations.
this Co-ission. as you know, deals with some of the most
difficult and complex problems and questions that confront us in
government today, and we are looking forward with great pleasure
to working with you on than.
Hr. Wm. G. Colman, the Executive Director of the Comission,
will be writing to you in the next day or so with background material
relative to the Commission, as well as travel forms and other
administrative matters.
The Werall responsibility of the Lomission as laid down
in its enabling statute is to m recoenandations to various
levels and branches of government on the specific problems of
intergovernsmntal relations. Lhe Comission's racomendations
may go to the Congress. the President, the Governors. the State
legislatures. governing boards of local govermnts. or cmblna-
tions of any of these. ma emission is an advisory body and
has no power except the power of persuasion. because of its
unique Lila in the American federal system, new Members are
usually innadiately concerned as to their roles as embers and
whether they are functioning in an official or individual
capacity. The legislative history ad the previous practice
