As i said in 1:7 telegra- of March 26. I delighted to
learn of the action of the President in appointing you as a
Huber of the Advisory Co-iasion on lntergovernnntal Relations.
'lhie Cocaission, as you knol. deals with sons of the most
difficult and couple: problane and questions that confront us in
government today, and we are looking forward with great pleasure
to working with you on them.
Kr. lb. G. Colman. the Ineoutive Director of the Conission,
will be writing you in the next day or so with background material
relative to the Omission.
Ihe overall responsibility of the omission as laid down
in its enabling statute is to lake recommendations to various
levels and branches of government on the specific problems of
intergovormtal relations. 'lhe Coaussion's recounndations
may go to the Congrese. the President, the Governors, the State
legislatures governing boards of local governnnts, or combine-
tione of any of these. 111a Connisoion is an advisory body and
has no power except the power of persuasion. lacuna of its
unique role in the Americufedaral system, new labors are
usually inn-diater concerned as to their roles as labors and
whether they are functioning in an official or individual
capacity. The legislative history and the previous practice
of the Comission place the role of the Rather as an individual
rather than an official representing a particular jurisdiction,
constituency. or department. Obviously. in many of his cements
the Huber will speak frua the vantage point of a Cabinet office.
