Deer Governor:
we have completed polling the members of the emission
who were absent from the last meeting as to any dissents they
would like to enter regarding any of the recommendations. The
major controversial recommendation--o. B-ouhere the Commission
essentially made a choice between "collective negotiations" and
'hmet and confer" has drawn six dissents. All of them are mild
except for Senator Huskie's. we will be negotiating with him and
his staff further as to what kind of footnote he wishes carried
in the report. The other dissents on Recommendation No. 8 are
Governors Sharer and Rockefeller, Senator Knowles, County Executive
Michaelian, and Bob Heyo. the Director of the Budget.
On another front the number of contributing States has now
reached 21 with checks being processed in Massachusetts, Minnesota
and lllinois. He learned yesterday that Governor McKeithen had
put it in his budget in Louisiana the last session but it fell
along with a lot of other items striken by the legislature. Bis
staff has agreed to recommend that it be placed in the budget for
the forthcoming session. he will be sending you a proposed follow
up letter from you to Governor cheithen on this.
I will be out of town for the remaining three days of this
week. i go to Juneau to talk to the State municipal league.
The mills of the gods still seem to be grinding very slowly
over at 1600 Pennsylvania Avenue. If I hear anything new. I will
of course be giving you a call.
