Dear Governor:
He will need to mail the Docket Books out to the
Commission members a week from tomorrow. This is necessary
in order to give the members of the Commission their three
week lead time for study of the material prior to the actual
date of the Commission meeting, September 19th. There is
only one carry-over item--a big one--from the June meeting
and that is completing action on the draft report on labor-
management. Essentially this involves starting at the
beginning again but building upon the base of a few tentative
reconnmndations adopted at the last meeting. Because of the
report's difficult and controversial character, this is a
fairly sizeable days work for the Comission.
I assume that a brief executive session might be
desired in order that Congressman Fountain could acquaint
the members with the progress of his selection comittee or
to have such other discussion with the total Comission
membership as he might think desirable.
The only other item that needs bringing up is the
general nature of the Commission's budget request for the
Fiscal Year 1971. The budget request is due in the Bureau
by the end of September. It is my opinion (concurred in by
the Assistant Directors) that the request generally be based
on the maintenance of the status guo except for the addition
of a stenographer to help Miss Fried, our administrative
officer, and a full-time clerical assistant in the library.

Miss Pried's work has increased significantly the past year
and a half due to the inflow of non-Federal funds. This has
necessitated the establishment and maintenance of memorandum
sub-accounts. Likewise the calls upon the library have increased
tremendously as the Connission's work has become better known
in the Congress and in executive agencies of Federal, State,
and local governments.
1 could prepare and include in the Docket Book a
memorandum of a couple of pages outlining our current budgetary
situation (which is satisfactory) and proposing a status guo
budget for the next year. The reasons for a status guo budget
are: (a) the general fiscal situation in the government, and
(h) the desirability of deferring any significant new departures
the Commission might wish to undertake until a new Executive
Director and the Chairman have had a chance to review the
situation and make recommendations to the Commission.
A draft agenda along the above lines is attached and
I will call you on Monday to see what you think.
