Dear Governor:

Enclosed is a draft of the telegram from you
to the members of the Commission designed to poll the
individual members on the matter of tax-exempt
interest on State and local bonds. As I mentioned
to you Tuesday, you should review this draft very
carefully because this whole affair could possibly
lead to quite a donnybrook within the Administration.
