Dear Governor:
The testimony before the House Appropriations Committee
went fairly well with one exception. Congressman Conte, a
liberal Republican from Massachusetts, who has always been
very friendly to the ACIR, raised a complaint about the
unwillingness of the foundations to fund our intern program.
A copy of the relevant portion of the transcript is attached.
I would like your guidance on a couple of points.
First, are we not obligated to report this development
to our principal contacts at Ford and Carnegie reSpectivcly?
This is something I don't welcome because the foundations were
reluctant at the outset to begin giving financial support to
what they viewed as a Federal agency, and the Conte criticism
might provide ammunition to some of the early "doubting
ThomaSes." Second, if you believe that we should bring this
matter to the attention of the foundations, is it appropriate
to wait until we see what the printed record is going to look
like? We have asked Mrs. Dwyer, who is very close to Conte,
to make a plea to him to go along with our request for an
appropriation to support the three interns. It is possible,
although I would not consider it probable, that he might
decide to drop this issue and change the record accordingly.
However, he might tone down his comments in the record some-
what with0ut completely reversing his position.

back to your office.
