Mr. Parris Bryant, Chairman
U. 8. Advisory commission on
Intergovernmental Relations
711 Barnett Bank Building
Jacksonville, Florida 32208
Dear Mr. Bryant:
I write to invite you to deliver the general address at the
1969 Local Government Officials' Conference on Monday, August 25,
1969 here at the University of Virginia.
For your information, the L600 (as it is known to us) is a
three-day meeting attended by the locally elected city and county
officials in Virginie. The LGOC, which has net annually here
since the initial neeting in 1952, had an attendance last year of
over 700 and the sane figure is anticipated for this year. The
general address, which we hope can be given by you this year, is
the only time during the Conference when all those in attendance
meet as a group.
In order that you night have sane detailed infornation on the
LGOC and the ground rules governing its management, I enclose an
article written by David 6. Temple. Although the article was pub.
lished several years ago, it is still an accurate portrayal of the
Conference except for the attendance figures. I night also add
that the Governor of Virginia traditionally delivers the general
address during his first year in office.
I should also inform you that I have consulted with Bill
Col-en on this invitation and he has asked me to tell you that he
and his staff will be pleased to provide such assistance as you
may need. As you will note, I have deliberately not suggested a
subJect for the address, which generally runs in tenas of time for
30 to ho ninutes, as I hope that you any have some specific
thoughts you any want to pass on to a state-wide asaeebly of local
government officials with a number of State officials in atten-
dance in an instructional capacity.
Mr. Ferris Brynnt,Chnirl|n 2 June 10, 1969
He will be pleased, of course, to provide you with all
traveling expenses and an honorarium. I hope very much to hnve
the favor of an affirmative reply to this invitation.
Sincerely yours,
Z/LJL
Weldon Cooper,
