Dear Governor:
During the January meeting of A018, the idea of a white House
Conference on Federalism was raised, with the thought that it would
provide a wide-ranging assessment of the status of the Federal system.
1 would like to add two cements to the subsequent proposal developed
by diiiiam Colman and his staff concerning this idea.
First, since the subject of American federalism today involves
strong overtones of intergovernmental relations, I believe that the
Commission SHUuld be both host and sponsor of the proposed conference.
Added support can be obtained from the Congress, the President, and
public interest organizations, but, in my Judgment, the Commission is
equipped with the unique position of having the major action on the
Federal system today.
Second, i would urge cansideration of a conference theme, dealin
with the need for a "national policy" for urban and rural America. This
might serve to focus the answers on a blending of long-range and short-
tcrm considerations for public policy needs.
i regret that I won't be able to attend the meeting scheduled
for April 10th. but i would appreciate it if you would keep as advised
of yOur progress with this preposal.
