the need to reorqanize funding and auditing procedures for health services

i must sincerelv congratulate you on your testimony before the House Sub-
committee on intergovernmental relations in support of House Resolution 7366.
we at the local level who are responsible for the implementation 0! health
orngrams find it extremely difficult to organize and develop these pragrams
rhiefly because oi the fragmentation in funding.

Enclosed is a copy of our work program in Dade County. It will give you an
idc of our diiiiCultics. but most oi all the waste in personnel and funds
due to this type of fragmented funding. I am also enclosing a copy of my
personal evaluation oi the Children's Bureau of the Health. Education and
welfare Depurtnmnt. which you may find interesting since it stresses your
nun ideas and recommendations. I feel very strongly that our federal
government must move rapidly to consolidate services to our population.
