"(1) A resolution with respeet to a Federal assist-

ance consolidation plan shall he reiemd to a mm-

mittee (and all resolutions with respeet. to the same plan

shall he referred to the same eonnuittee) hy the Presi-
dent of the Senate or the Speaker of the House of

Representatives. as the ease may he.

(2) (A) If the. mnnnittee to whirll a resolution with
respeet to a Federal assistance consolidation plan has been
referred has not reported it at the end of ten mlomlar law
after its iatrodaetion. it is in order to more either to dis-
ehnrge the committee [rum further outwith-ration ol the reso-
lution or to discharge the eoounitteo from further eonsicler-
ation of any other resolution with respect to the Federal
assistant-e consolidation plan which has been referred to the
wnnnitto-e.

(1%) A motion to discharge may he made only by on
individual {owning the resolution, is highly privileged (ex
cept that it may not. he made after the emtunittee has re-
ported a resolution with respect to the more Federal assist-
ance. consolidation plan) and debate thereon shall be limited
to not. more than one hour, to be divided equally between

those. favoring and those opposing the resolution. An amend-

ment to the. motion is not in order, and it is not in order to

1 TITLE IDEFINITIONS
2 SEC. 101. Title I of the Intergovemmental Cooperation
3 Act of 1938 (82 Stat. 1098; Public Law 90577) is
4 amended by adding at the end thereof the following new
5 sections:

7 8110. 111. The. term 'Federal assistance eonmlidation
8 plan means any plan involving a fusion of two or more Fed-
9 eral assistance programs in the same or closely related lane-
10 tional area (as) and with separate statutory authorizations.

12 SEC. 112. J oint. projeet' means any undertaking which
13 includes components proposed or approved for aid under
14 more than one Federal assistance. progmm or appropriation
15 or one or more Federal assistance programs or appropri-
16 ations and one or more State programs, if each of those
17 components contributes materially to the accomplishment

18 of a single purpose or closely related purposes.

SEC. 903. (a) In order to extend seleetirely the bene-
ts of joint projects and joint nntnngeinent funding on n

is authorized to npprove on n demonstration lizlsis combined
upplit'utions for joint projeets requiring funding from tWo

exereise with reference to interdepartnn-ntal demonstration
joint projects the same responsibilities and authorities as-
signed to heads of Federal departments and agencies with
referent-e to intmdepamncntal joint projects under subset--
tinns (h). (e), (d), and (e) of section 902.

" (e) To [militate the. expeditious proeessing of appli-
cations for interdepnrtmental demonstration joint projects
or their elleetive administration, the President is authorized
to estahlish rules and regulations requiring the delegation

project. Such rules and regulations may also provide [or the
delegation to other Federal departments and agencies of
powers relating to the supervision of administration of
Federal assistance, or stipulate other arrangements for other
departments or agencies to perform such activities. with
respect to programs or classes of programs subject to this
section. Delegations authorized by such rules and regula-
tions shall be made only on such eouditions as may be
appropriate to assure that the powers and functions dele-
gated are exercised in full conformity with applicable statu-
tory provisions or policies.

((1) To facilitate the estaltlislmu-ut of joint tonnage-
ment funds on an interdepartmental basis, any aecount in a,
joint tuanagement [and involving money derived from two
or more Federal assistance programs administered by more
than one Federal department. or agency shall be subject to
such rules and regulations, not inconsistent with other ap-
plicahh- law. as the. President may establish with respect
to the discharge of the responsibilities of atfeeted depart-
ments and agencies. Such rules and regulations shall assure
the availability of necessary infonnation. including requisite
amounting and auditing inlornattiou. to those departments
and agencies. to the Congress. and to the Executive Olliec

of the President. They shall also provide that the department
