Thia ie in response to your requaat of larch 6. 1909 for
our connente on I. ill. a bill which made the Milan: Tine Act
to allow an Option in the adoption of advanced time in certain

uniformity queetion. the entire latter waa placed on the agenda of
the January 23-2, l966 coating of the Advieory Conniaaion on
Intergovernmental Ielationa. the Cheniaaion conaidered three baaic
alternatiVea: (l) retain the lg§;]_ggg; (2) federal lelialation
requirin; unifornity of practice within a State; and (3) Federal
legialetion mandating uniform practice throughout the country. The
Couniaeion without diaeent favored the third oourae.

Suhaequently. the Goumiaaion atrongly eupported Oongreaaional
efforta to eetehliah a national tine uniformity, an that coatly and
often confuain. diaperitiea in governmental policiee in promulgating
lhylight lavinga Iine could be eliminated. The enactment of the

Uniform Time Act of 1966 (l! u.r.c. 260a) went far toward accoupliahing
thia goal.

The propoaed amendment growa out of the experience of the
peat two yeara and appeara to be naceaeary for the eatiafactory
edniniatration of the Act. The record ahowa that in caaee where a
time none line dividea a State. that ltate quite frequently finda
ita weatern and eaatern populatiune diaagreein; ea to whether the
State lesialature ahould act to exempt it. Thia ia aapacially true
in Statea that are aplit between Seatern and Central time. The pro-
poaed amendment. which ia recommended by the Department of Tranapor-
tation. permita. in the ceae of "aplit ltetee." the exemption of the
entire area lying within e given tine Iona.

Enactment of S. 1281 would probebly decrease the number of State Jurtadictions that might be on IMylight Bavings Tim between April and October, thus further easipg the scheduling and tinietable probleule of both the public and private sectors. It also would reduce interregional conflict witbiti the "split Staten.''
