officiale relative to uae of the A-BS procedure and the internal arrange-
mente within the Depart-ant for handling it. A particular problem
concerned the publication of draft regulationa in the Inderal Reliater
before circulation in draft for. through A-OS. Significant inprovenente
during the year were the appointment of a regulationa officer in H!"
whoa. responaibilitiea apeeifically include monitoring the A-BS procedure;
the reviaion of the Depart-ent'a regulations to incorporate the procedure
in the early atagee of the proceaaing of new regulatione; and the
Secretary's ieeuancu of a monorandun naking it clear that the A-85
procena applies to unite of the Office of the Secretary as well as
to the tent of the Depart-ant. HEW put 65 draft iaeuancea through the
A-BS procedure in 1968 conpered to none in 1967.

In early October, tho ACIR received conplainte tron the public
interest groupe that the Departngnt of Iraneportation. without prior
coneultation. had pronulgated an important policy change with reapect
to prioritiea to be followed in State expendituree of grant funds for
highway eatery, and that ieeuance of aeveral other significant regula-
tiona waa inndnent without any apparent depart-ental intention of
referring the. for consent. The AC1! con-unicated ite concern to DO!

The public interest groups luggaetod that theae proposed changes
be incorporated in a revised version of circular e-es and transaitted to

the Bureau of the Budget. The men staff prepared such a revision and
trenaaitted it to Mr. Howard Schnoer. Director, Coven-ant Organization
Staff, Office of lucutiwa meant. it. Schnoor indicated that a
meeting would be called early in the year with agency and public interest

group representatives to discuss the proposed changee and any other
problem arising under the A-OS procedure.

The first full year of operations of the A45 pocedure witnessed
a naked acceleration of the volt-e oi' issuancce admitted for cement--
an average aonthly rate of 11.3 in 1968 compared to 3.6 in 1967. This

reflected nainly a continued high rate of subaieeioaa fro- and G0.
