Dear Jim:

You recall that we discussed last yoar the possibility
of an annual token contribution from State govern-ants to the
Advisory Comission on Intergovernmental Relations in order to
broaden the financial base of the Omission ad in order to
strengthen its independence as a neutral objective intergovern-
mental body not solely dependent upon any one level of government
for its financing. A copy of my letter of last year is enclosed
for your reference.

During the past year about 20 States have made contri-
butions. botveen 35 and no have contributions oaroarked in
budgets now before State legislative sessions. several are
still noncouittal and three-onelavare, South Carolina. and
Waning-odech not to make contributions.

1 vented to bring this matter to your personal attention
again this year to see what your reaction night be. As 1
indicated in ey earlier letter, we ero not approaching this on
a "hard sell" basis but strictly iron the standpoint of
encouraging greater participation for individual States that

desire to do so. i hope everything goes well with you and
you are having a successful legislative session.
