Uhile ue favor most of the provisions of l.l. 7766,
we feel that it falls short of 8.3. 5518 and B.l. 6053 in a

Host importantly:

1t fails to authorise a pay-eat up to $5,000
to owners of residences who are displaced to
enable than to acquire a replecenent property
equivalent to that \tich they are capelled
to give up (sectien 2ll(e)(l) of 8.}. 6578 and
3.1. 6053).

It fails to authorize a rent supple-eat up to
$1,500 for over a perie of two years for dis-
placed lon-incone renters uho are unable to
find adequate rental hauling at a price within
their leans (eection 211(t)(l) of 8.1. 4578 and
.3. 6053).

It fails to assure the availability of standard
housing for those displaced (section 212(c)(2)
and section 231(e)(4) of B.l. 6578 and K.R. 6053).

It does not authorize the President, by regula-
tion, to permit edvsnce paynents of Certain
relocation costs (section 241(e)(3) of B.R. 4578
and H.l. 6053).

In light of these cooperative shortconings of 8.8. 7766,
we again respectfully urge favorable consideretion for H.l. 4578
and E.R. 6053 with the proposed enendnents suggested in our
letter of February 20, 1969.
