Dear hovernor:

Attached is a revised copy of your statement before
the House Appropriations Coonuttee. we got copies up to the
Subcunnttoc yesterday. You will notice that we cut down on
some of the detail in the middle of the statement and tried
to end it on a broader policy nate. You may wish to submit
the full statement for the record and road off certain portions
of it as highlights, both in the interest of time and to give
yourself an opportunity to emphasize those aspect! that you
think need singling out. The members of the Subcommittee
are: Representatives Steed (Chairman), Passman, Addabbn,
Cohelan. Conte, Robieon, and Edwards. We haVe had good
relations with the Subcommittee oVer the past few years;

Mr. Steed has always seemed especially friendly. He is sort
of on the conservatiVe side whereas Hr. Conte is more on the
liberal side. lheir questions generally reflect these

philosophical points of View and there is usually quite a bit
in the Commission's recommendation that give comfort to both
sides. They usually ask a few philosophical questions based
on the "Highlights" section of the most recent annual report.

On another matter, we just heard from Senator Ervin's
office that he would be unable to attend the April 11 meeting.
This is not unexpected but still rather irritating. You will
recall that we sent out a poll to Commission members rather
soon alter you had your talk with the Senator and he responded
with amazing alacrity indicating his choice of dates. As you
know, we hoVe kept the members continually apprised of the

meeting date situation by means of telegrams. He has probably
figured since the heat is off, he will slide back to his old
ways. If you have the time to do it, a needling letter or
phone call should be helpful.

During the past couple of days, I have visited with
three of the new members; State Senators Arrington end Knowles
were in town {or a Council of State Governments meeting and
they both are Very enthusiastic about having been appointed to
the Cauueslon. The same holds true for Governor Shafer who
assured me that he would be here on April ll. Under separate
cover we are sending you some letters to send to each of the
new members giving some additioaal background about the
Commission.
