MEMORANDUM TO

Honorable Farris Bryant
Chairman

Subject: Transmittal to the Congress of Draft Intergovernmental
Cooperation Act

After nearly a year's delay the Budget Bureau or
"Administration" version of the Intergovernmental Cooperation
bill has been cleared for transmittal to the Congress. Sam Rushes
has indicated his desire that the ACIR transmit the bill. He has
promised to call Congressman Blatnik shortly after its transmittal
to affirm Budget Bureau support and desire for early hearings. The
staff director of the Blatnik committee has advised Real Peterson
and me that Congressman Blatnik is ready to introduce the bill im-
mediately upon its receipt and to hold hearings early this year.
Once the hearings begin, the more expansive versions of the bill
including ones by Fascell, Buyer. Reuse, and others as well as the
enclosed bobtailed version will be considered. Senator Muskie is
ready to move on the full version on the Senate side.

The enclosed letters to the Speaker and the Vice President
are for your signature and mailing direct to them.
