amine-into vet. much you keeping us informed of your findings
as. the study develops.

There is one point, however, which we would like to
mine with you ILL this time. It is our understanding that the
nut-rent draft of the report deals with the 1966 amendments to the
Fair labor St-mciards Act, which extended coverage to hospitals,

:hllOol.:, institutions or higher education and rehabilitation
huttitaitions.

I hope you may understand that we huve serious reserva-
tions about the inclusion of this subject area in the report and
are even contrained to ask you to reconsider the matter. We
question whether it is appropriate, or necessary, to discuss
what .5 It Federal oor under wages when considering labor-
mmiagement rel-ttiims in State and local public service. In a very
real :iense this aubjuct is questionany appropriate to the overall
subjevt nf the paper which deals with State and local action.
