Enclosed for your information is a news story from The Washington
Post heeded "White House Study Labels Hd. Charter Model for Ststea'."
The news story erroneously refers to a "Commission report. There hss
been, of course, no 'Commission report" on the proposed Haryland Consti-
tution. The story was based on the enclosed news release by Congressman
Hervey G. Mechen of Maryland's Fifth District. The news release, which
carries the full text of my letter to Cougressman Machen, specifically
notes that the letter presents "the views of the A018 staff."



Also enclosed are copies of editorials commenting on the Ninth
Annual Reggrt that have come to our sttzgaon since our last mailing.
