Subject: Federal Legislation being Recommended by A313
to the 91st Congress
This is a progress report on legislative proposals prepared
or being prepared for the 9lst Congress to implement previous
recanunndations of the Commission uhich haVe not yet been definitively
reacted to by the Congress either through enactment into law or by
rejection.
As we advised you in the Commission's Information Bulletin
69-5 in March, eight legislative proposals had been prepared or were
in the process of drafting. These were: (1) The Intergovernmental
Cooperation Act of l969--B.R. 7366; (2) The Uniform lelocation
Assistance and Land Acquisition Policies Act of l969--S. l; (3) The
intergovernmental Revenue Act of 1969; (h) The balanced Urbanization
Policy and Planning Act of 1969; (5) The Urban and Rural Development
Act of 1969; (6) an Interstate Taxation Act; (7) The Water and Sewer
Facilities Grant and Loan Consolidation Act of 1969; and (8) Inter-
governmental education incentive Grants.
We have dropped work on the last proposal mentioned above--
lntergovcrnmental Education Incentive Crants--to await a more
propitious time at which the Congress will be considering amendments
to the Elementary and Secondary Education Act.
Hearings on the intergovernmental Cooperation Act of 1969
have been virtually completed in the house by Chairman Fountain and
his Intergovernmental Relations Subcommittee. A companion bill has
been introduced in the Senate by Senator Muskie (S. 2479). One of
the titles of the Senate bill varies in few respects iron the House
version. The prognosis for this legislation at this session of the
Congress appears good.

The Uniform Relocation Assistance and land Acquisition
Policies Act is ready far Senate action. The Hausa Public Works
Committee has prepared a Committee version of a Mouse counterpart
to S. l and it is hoped that hearings by the House Public Works
Committee will be completed later in the summer. Enactment at this
session still appears possible.
the intergovernmental Revenue Act of 1969 has just been
jointly introduced in the Senate as s. 2483 by Senators makie and
Ooodell (R.-N.Y.). The staffs of the organisations of State and
local government and the ACIR staff worked closely together in the
technical drafting of this bill. It is the first time that an
allocation formula with accompanying conditions has been developed
that staffs of all of these organisations have indicated they "could
live with," although apparently it is not the first choice of any of
the organizations.
The Balanced Urbanization Policy and Planning Act of 1969
has been drafted and supplied to Congressional members of the
Commission. Introduction in the Senate and possibly the house is
expected within the next ten days.
The Urban and Rural DeVelopment Act of 1969 has been drafted
and is about to be exposed to a series of "critics" meetings. It
will require considerable further revision before being ready for
introduction.
The Interstate Taxation Act has been drafted and is ready
for introduction. It combines a compact consent bill sponsored last
year by the Council of State Governments and associated organizations
and a bill translating into legislative form the recommendation made
by the Commission on this subject three years ago. The combined bill
is considered to be a viable alternative to the so-called "Willis"
bill that passed the House of Representatives last year.
The Hater and Sewer Facilities Grant and Loan Consolidation
Act of 1969 has been drafted and is being transmitted to the
Congressional members of the Commission.
For ready reference as to the content of these bills. a
copy of the Earth Bulletin is attached. In a few days you will be
receiving a detailed description of the Intergovernmental Revenue
Act of 1969. This will consist of a reprint from the Congressional
decord containing the introductory speeches of Senators Muskie and
Goodall along with the text of the bill and a section-by-Section
analysis.
