Subject: Docket Book for Cmnnission Meeting, April ll.
Washington, D. C.

Attached is the Docket Book [or the coming Concussion
meeting. in the front of the Docket look is the agenda [or
the meeting which comprises three items. These are summarised
below.

In addition to the Substantive items, the minutes
of the January meeting are carried under Tab A. They were not
sent around for correction prior to assembly of the Docket
Book so they should be read carefully by those attending the
January meeting.

The major item of business to be considered at the
March meeting is the draft Commission report on State Aid to
Local Government." As those members attending the previous
meeting know, the report covers a large. difficult, and highly
controversial field. At the January meeting completed action
on two recammendationb was taken and the Commission acted
tentatively in favor of Alternative A of decommendation 3. The
cansideratiun of the report will begin with Recommendation 3.

A progress report on the Commission project "State-
Local seaponsibilities for Labor-Hanagement Relations in Public
mployment" is carried under Tab C.

An action itemoothe question of accepting or rejecting
a research grant offer from the Department of Transportation.
along with a resume of private foundation and other grants to
AClR--is carried under Tab 0.

the meeting will be held in the Commission's Conference
Room in the New Federal Executive Office Building, Room 5116.
besinnina at 9:00 e.m. and running until 5:30 p.m. It can be
expected that the bulk of the day's work will be occupied with
the draft report on "State Aid to Local Government."

Note to Rev Members of the Commission:

the complete report on "State Aid to Local Government"
is being forwarded you under separate cover. Additional copies
of the complete report will be available at the Commission
meeting so you need to bring to the meeting only the Docket
Book which contains the chapter dealing with conclusions and
recommendations. In addition, the Docket Book material includes
key tables providing a statistical background for the considera-
tion of several of the recomuwndetiono. Additionally you will
note that many of the recommendations are presented in alterna-
tive form ranging across the spectrum of political philosophy
with pro and con arguments advanced with respect to each at the
alternatives. Recommendation 1 dealing with education originally
was considered by the Commission in the light of other alterna-
tive: and the adopted position of the Comission is the one
carried in the Docket Book with dissents shown.
