Organizing State Legislatggeg for Effective gngration
in the Federal sxstem
(what is the role of the legislative branch? To
identify emerging problems, conduct research
and develop solutions or simply to review and
pass judgment on the porposals of others. ow
may legislatures be strengthened? Remove limits
on length and frequency of sessions? Provide
adequate staff during sessions? During interims?
Revise procedures? Provide adequate pay? Utilize
automated information systems? Improve public
understanding of the legislative process? etc.)
Program suggestions:
(A 15 minute presentation by Chancellor Heard who
edited the background volume used in the recent
American Assembly meetings on State legislatures,
outlining the nature and extent of the organizational
and operational problems facing State legislatures.
This to be followed by a panel of State legislative
leaders, perhaps the 3 State legislators who are
members of the Conmdssion.)

Federal-State Legislative Relationships
(How may a closer working relationship be developed
between the State legislatures and the Congress?
How may State legislatures keep abreast of proposals
before Congress? What are the crucial points in the Con-
greasional lav-making process? what sources of informa-
tion are available to State legislatures? How may the
State legislatures make their views known to Congress
on pending matters?)
Program suggestions:
(. 15 minute presentationPby Senator Mansfield and
Representativd Ford, followed by general discussion
led by a panel drawn from the Congressional members
of ACIR.)

(What are the pros and cons of the several revenue
sharing proposals? What is their impact likely to
be on State revenue systems and expenditure policies?
What are the prospects for the enactment of such
proposals?)

Curtis, followed by general distussion.)

(How may State legislatures equip themselves to meet
the problems posed by grant programs? To coordinate
grant program fiscal requirements and the State
fiscal cycle? To provide adequate time and staff to
analyse programs and determine degree of State
participation? To assure proper oversight of federally
assisted State activities? etc.)
Program suggestions:
(Presentations by a State Budget Officer--Bill Cobb
of Texas or Norman Hurd of New York. a State legislative
fiscal analyst such as Alan Post of California and a
knowledgeable Federal official. perhaps someone from
BOB.)
