We have finalized Our plans for the December 6-7 meeting of

The Business Council and a Tentative Agenda has been distributed to
the membership. A copy ls enclosed for your information.

As at all such meetings. there is always a possibility of last-

minute changes in the agenda, which explains the use of the word
"Tentative" on Our printed agenda. In the case of this particular meeting.
we have been alerted to the possibility that the Vice President's scheduled
appearance is now speCulative due to the official demands on his time.
However. we have backed up our program with an alternate moderator for
the panel diSCussion should the Vice President not be with us .

For your planning purposes. we will begin the morning session

at 9 a .m. on Thursday. December 7th. in the Board Room on the 10th

Floor of the American Security and Trust Company. 730 Fifteenth Street.
N.W. and we have thirty minutes allotted for your remarks on "Federal-
State Relationships". You are scheduled to give your remarks at about
9:45 a.m. following which we will hear from the other two speakers.
After the mid-morning break we will then have the Panel Discussion. We
hope that your time will permit you to remain for the bullet luncheon which
will be served immediately following adjournment.

We hope that you have managed to secure commercial airline
reservations to suit your personal convenience to and from Washington.

At the conclusion of your entire trip, it you will submit to my
office a bill for your total expenses, we will promptly reimburse you.
The hotel has been notified that you are a guest of the Council and has
been directed not to present yOu with any charges when you check out.

It will be a pleasure to have you with us and I look forward to

meeting you personally at the Council's informal dinner on December 6th
at the Mayflower Hotel.
