Dear :

A National Conference on Legislative Leadership will be held
October 13-14. 1967, at the Washington Hilton Hotel in washington, D. C.
The Conference, sponsored by the Advisory Commission on Intergovernmental
Relations will bring together the top legislative leadership at the
fifty States to consider ways in which the legislative branch may be
strengthened to meet the challenge of effective operation in an increas-
ingly complex governmental structure. The need is urgent and the
challenge must he met if we are to maintain a viable federal system.

The conferees will review the present strengths and weaknesses
of our legislative bodies; explore ways to develop a closer working
partnership with the Congress; examine proposals for revenue sharing;
and discuss the impact on State legislatures of Federal grant-in-aid
programs.

I hope very much that you can accept the Advisory Commissions
invitation to participate in this important meeting. You will receive
more detailed information about the Conference from the Commission's
staff. Meanwhile, please note the dates on your calendar.
