Leaders of the fifty State legislatures will meet in lashington,

D. 0.. Friday and Saturday of this week to explore ways to improve their
efeetiveness and to strengthen their voice in national affairs. Sponsored
1,7 the Loving-y Omission on Intergovernmental Relations, the Pational
Conference on Legislative Leadership will bring together Senate presidents
pro te-t, house speakers. and aafority and minority leaders from all the
States for a two-day conference. In addition to the updating of lesisla-
tive operations, the top State lax-netting o"icials uill debate sharing of
Federal revenues with States and localities and examine the impact of
federal grants on tho State legislative process.

of the Conference, was set by Congress in l959 to study intergovernmental
relations and to make recomdatione for improving than. The Omission
