Subject: Dralt Hinutes of October 6-7 Meeting
Because of the considerations discussed last Saturday earning the
draft ninutes for the October 6-7 neeting are supple-sated in two respects.
Enclosure 1. attached, contains the draft ninues covering the proceedings
of the October meeting. Enclosure 2 presents a consolidated listing of the
rote-endations adopted at the July and October costings. the tan nestings
together being devoted to caplotina emission action on the draft report
"Fiscal Balance in the Alerican Federal Systu. Enclosure 3 carries the
exact wording of each of the 39 reconnendations adopted. Enclosure 2 is
for your quick reading and Enclosure 3 (or specific reference. it you wish
to check precise wording. In both cases the recoundations are presented
in their logical order as they are associated in the report and not in the
particular chronological order in which they were considered by the Con-
nission. because we did sane "jusping around" in the process. in the
parenthesis after the reconnendation is shown the nesting at uhich the
reco-endation was adopted and the hues of nsnhers dissenting. if any.
As 1 indicated on Saturday. we will proceed with the issuance oi
the cowlete report in the usual way unless we should hear significant
objections. Also, because of the iqortonco and coqlexity oi the subject
it is well that all of us be able to take a look at the totality of the
reco-endations we have adopted. the staff advises no that after reviewing
all of the actions and changes node by the Conniasion. no significant
trouth inconsistencies seen to arise.
Because of the need to provide adequate ties for review and
consideration we uould like to have any expression of disagrees-ant on
particular recouendations on or before Tuesday. October 3i. Unless,
upon revieu. it see-a that the report should he placed before the Omission
for reconsideration. we will proceed in the nor-l unner with the staff
working with individual Co-ission nenbers to prepare footnotes of dissent.
