Connission adopt Recommendation lo. 21. as amended upon the suggestion of
Senator Hundt. The nation was seconded by Mayor Haltester and unanimously

the Commission then proceeded to consideration of alternative
recommendations concerned with Federal legislation eifecting intergovern-
nental relations in the field of planning. These alternatives were
drafted by the Commission staff in response to a suggestion at the last
Commission nesting by Governor Rockefeller. Mr. I. N. Bord, representing
Governor Rockefeller. offered an amendment which would put a period (.)
after "levels" in the next to the last sentence of Alternative a. strike
the remaining part of the reconnendation. and substitute the following:

'The Commission further recommends that provision be
node for State planning agencies, especially in those States

with en-going conprchensive State planning prograea receiving
Iedersl financial assistance under Section 701. to review and
comment upon all local and areawida applications for urban

plsnning assisrence."

After a brief discussion, Mayor Haltester nade a notion that the last
sentence of Alternative A be included along with Mr. llurd's anendnent.

Ilia notion was seconded by Mayor llaisdell and unaniaously adopted. Upon
motion by Professor Cline. seconded by Coniaaioner McDonald, the Co-iaaicn
then unanimously adopted Alternative A as amended. The adopted reco-aen-

Hr. Col-an then distributed to all members a brief paper with
alternative reoounandationa and background natarial dealing with the
relaxation of constitutional restrictions on State borrowing. it was
explained that this naterial had been prepared too late for inclusion in
the Doth Book. Alter considerable discussion Vice-Chairman Daniel
offered a substitute reconnandation reading as follows:

"the Counission reconnenda that the States which have not
done so. give serious consideration to providing more flexibility
in their constitutions for long-range State financing programs."

Myer Haltester seconded Hr. Daniel's notion to adopt this sub-
stitute reconendation. lhe reooueendation then was unanimusly adopted
by the Comisaion and reads as follows:

Clair-an bryant indicated that it was probably desirable for the
next neetin; to be held outside of Iiaahinston in keeping with recon-enda-
tiona oi the Senate and House Submittees on Intergovernmental Relations
in their 1965-1966 review of son activities in which the aubcounitteea
expressed the view that at least one comission neetin; a year should be

held outside Haahington. Coneidereble discussion eneued aa to the moat
deairahle locations for such a looting. It was decided upon a notion by
Judge Belch and eeconded by Senator DeStelano that the date and location
of the next looting would he left up to the judgment of the Chairman.
The Con-ieeion will then be notified of the definite date and location
of the next meeting. with the likely datea being January l9-20.

Hayor Blaisdell as seconded by Mayor Haltester the Coenisaion approv¢d

Docket Book.

Consideration and Adoptigg g: Reconnendetions
in Last Half of geggrt

"Fiscal Balance in the Anericag Federal Systee"
Chapter VII

Chairman hryant directed the Coulission's attention to Tab 3 in
the Docket Book containing Chapter VII of the report containing general
recon-Indaiinns for strengthening the Federal fiscal systen. After
giving a short suary of the various alternatives offered in the first
part of the chapter, Chairman Bryant directed Mr. Colman and Mr. Shannon
to give a brief history and background of the report including the
general findings. Upon coopletion of a brief history of the report
including the general findings by Hr. Coleen. Hr. Shannon proceeded with
the specific findings connected with the fiscal crisis in the metro-

politan areas. and directing the Coenission's attention to various
specific iteas contained in Chapter VII.

Upon coupletlon of the discussion by Mr. Colman and Mr. Shannon,
Chair-an Bryant directed the cranissicn's attention to the general
criteria for any new intergoverneental fiscal structure. as contained
on page 7 under Tab 3. The Con-ission unanimously approved the criteria

upon notion by Governor Rockefeller and seconded by Senator DeStefano.
with the adopted criteria reading as follows:

Chair-an Bryant queried whether the general sssuqtiono-aid to
the cities to handle "high cost citisens and accospanying problems.
rather than dispersal of populationoperhaps needed further thought.
Kr. Colman indicated that the idea of urban-rural balance was currently
under consideration in the Co-isaien's study of "talented Urbanisation
and New Co-Inity Develop-set. and that a draft report would be before
the (inhaler: at its next neeting.

The Couaiasion then proceeded to Becomendation he. 1 discussing
briefly each of the four alternatives. After a brief discussion of
Alternatives A and I the View was expressed by several neubera that no
alternative should be sexually exclusive with the adoption of one by the
Conission precluding the adoption of any of the others.

The Cos-ission proceeded to discussion of Alternative c. with
Mayor Naftslin hating a notion, seconded by hayor Maltester. that the
word "complete" in line 5 be changed to "preponderance." The notion
was unaniuously adopted with general agrees-ant that the sane change he
made in the second to the last line and the alternative languagc ["W
year"! he eliuinatad.

Governor Rockefeller made a notion after a brief discussion. that
Alternative C be rejected by the Co-ission. The notion was seconded by
Comresswouan Dryer. and subsequently defeated by a vote of six to five
with a few abstentions.

After a lengthy discussion of Alternative D the staff was directed
to formiate a new alternative includin the ideas expressed by Govcrnor
lockefeller and mayor h'aftalin and also including the possibility of
direct federal financial support to local governments as well as State
governments.

The Co-ission proceeded to [coo-endation No. 2 pending the draft-
iu of a new alternative under leco-endation No. 1. Upon the mtion of
Judge Beach part l of Recomndation No. 2 was mninoualy adopted. Cou-
niaaioner McDonald. seconded by Speaker Barnes. then noved the adoption
of part 2 of loco-endation lo. 2. This was passed unaniuously.

Co-issioncr Spell-an. seconded by Professor Cline. recon-ended
adoption of part 3 of Reconsndation No. 2. A lengthy discussion ensued
with Judge Beach naking a substitute motion. seconded by Speaker Barnes,
on Vice Chair-an Daniel's idea of changing the word "tax" to "taxes"
in the last sentence and etrihing the reuinder of the reco-nsndation.

seconded by speaker Barnes. to have part 3 of Recoundatien No. 2 read
as follows;

discussion Governor Rockefeller med adoption of a substitute recoensnda-

A lengthy discussion followed on Recountndt ion No. 5 with
Congresswoman Dwyer making a motion to table Recommendations ho. 5 and 6.
Senator Mundt seconded the motion. The motion woe adopted with Senator
DeStefano dissenting. Congresswoman Dwyer then moved that the Commdssion
consider the new alternative of Recommendation 50. i. this motion to

consider was unanimously adopted. with the substitute tecoamandation
reading as follows:

the Commission concludes that to meet the needs at late
20th Century America the existing intergovernmental fiscal
system needs to be significantly improved. Specifically.
the Commission recommends that the tederal Government.
recognising the need for flexibility in the type of support
it provides. authorise a combination of tederei categorical
grants-in-sid. general functional bloc grants, and per
capita general support payments. Each of these mechanisms
is designed to, and should be used to. meet specific needs:
the categorical grant-in-aid to stimulate and support pro-
grams in specific areas of national interest and promote
experinentatioo and demonstration in such areas; bloc grants,
through the consolidation of existing specific grantsrin-aid.
to give States and localities greater ilesibility in meeting
needs in broad functional areas; and general support payments.
on a per capita basis, to allow States and localities to
devise their own programs and set their own priorities to help
solve their unique and most crucial problems. Such general
support payments to major local jurisdictions need not neces-
sarily be channeled through the States provided provision is
made for insuring that the purposes for which they are spent
are not in conflict with comprehensive State plans.

Alter a lengthy discussion, a motion by Senator DeStefano. seconded
by Judge leach, to table the last sentence of this substitute recommenda-
tion was defeated by a five to four vote with others abstaining. the dis-
cussion continued with Mayor leftelin meking a motion to divide the lest
sentunce into two sentences by putting a period after States and making
the last phrase into a sentence. The motion was seconded by Com-desioner

Spell-an but was detected on a vote. The last sentence was then amended
to read as follows:

"Such general support payments could be made to either
State or msgor local units of government if provision is
made for insuring that the purposes for which they are spent

are not in conflict with any existing comprehensive State
plan."
