Just before the Conlerence with the Governors on Msrch 18 you
initiated a propose! for the appointment of a cornmlttee of 13
Governors upon whom you would call {or consultation st your
discretion. You named several Governors and asked me to
round out the list. which I did. The committee has not been
appointed; if you still wish to do so. the proposed list is as
follows:
