MEMORANDUM FOR THE PRESIDENT

It Knight be helplul in some States. particularly Democratic. if we
were to arrange for the Governor to invite a Cabinet member to
spend a day with him in his State on a general visit ae your
pepresentative.

The day could start with breakfast at the Governor's Mansion. pro-
ceed to a briei visit with assembled State Cabinet members. in-
clude a ying tour of developments in which there is a Federal
interest. perhaps with a brie! luncheon meeting in a major city.

and perhaps a banquet of either a political or non-political nature

in the evening. This could be follon up with pictures of the
Cabinet member reporting to you his ndings in that State. {or
distribution to the State press. and a letter from yo to the Governor
expressing your gratification {or the good relations existing and
assuring him of your attention to his problems.

I do not envision this as a broad campaign. but it could be developed

on a State by State basis. as appropriate. if you think it would be
useiul and the Cabinet members could find the time.
