MEMORANDUM FOR THE PRESIDENT
V'e visited Arkansas on February 24. Kemsas has begun ambitious central
planning. and the Governor is in a st: ongrposition to control matching funds.
Highlights of the meeting follow: _
Labor -- Federal action too slow, often uncoordinated. Need for clearer
information on Federal plans.
Rural Develgmen -- Specific request made for more food stamp money
for welfare recipients. Question will be taken to Secretary Freeman.
Economic Develoemen -- Optimism examined over economic development
district plane but complaints registered on guidelines. coordination. timing.
Strong feeling that Federal Government should issue general guidelines and
use Governor's reCummendations {or specic projects.
-. ator Pollution -- General emphasis on more coordination. information.
clarity in Federal programs.
Housing and Urban Develgnment -- No special complaints cited other than
too much involvement by too many Federal agencies.
isconomic mortunigz -- Reladonshipsgenerany good. Specific Questions
concerning refunding of migrant worker programs. These will be taken up
in l" ashington. Strong feeling that Community Action boundaries should
conform to State Economic Development districts.
Public Roads. Cutback in Federal highway funds serious threat to
Construction.
HealthI Education. Weltare -- Inadequate Federal funds. insufficient
comprehensive planning by State. Regional HEW staff will follow up with
State officials and Governor Rockefeller.
(logs of Engineers - excellent relations cited. Brieng techniques
already underway to keep Governor informed of all projects in State.
