MEMORANDUM FOR THE PREMDENT
This report covers {our States -- Delaware. Kentucky, New York and
North anotn. In every instance the Governors expressed satisfaction
with the substance of the discussions. There was. howevar. uniform
concern about follow-through. The highlights of the {our meetings are:
Governor is uninformed about Federal operations in own Stete.
Governor not involved in only pinning. Long-rouge Cong rug-
eionel epproprietions would help States shape budgets.
Jurisdictional disputes among federal agencies cause delays.
Not enough authority in regional emcee of molt Federal agencies.
State edminietraVe agencies frequently bydpeesod.
Too mnny eepnrete grant programs!- rnoet Sutes to hendle
nancially or adminietretively. New York euggested clearing
house for all Federel eid rent programs.
More Federal projects end should be funneled through the
States. Time often wasted on'Fede rnl planning elreedy done by
the Stetee.
Federal programs' lead time is too long (or short). States not
given rm timetables for new programs.
Federal regulations often unclear. inflexible end/ or contradictory.
Eligibility difcult to eetablieh.
Conicts between Federnl and State statutes confusing.
Machinery for follow-through on specific questions is established.
