MEMORANDUM F3R THE PRESIDENT

Subject: Federal Tax Sharing

An alternative to block grants without stsndnrds.
and to tax refunds. may be the Iollowing: who re
decision is made to assist sates in a particular
area (it should be as broad as possible). the grants
could be made on an unrestricted basis within the
area of concern and provide that at the end of a
fixed period measurements must be made to insure
that adequate edvsnces have been achieved towards
the goal sought. If the stete/grentee does not
achieve the required advances. by whatever means
it desires to pursue them. two results can follow:

s. Guidelines. procedural and otherwise.
con be established for the expenditure

of any further (uncle;
b. Funds could be cut 0.
Such s plan would permit wide diversity of approach
and still insure. within reasonable limits. that the
nationnl goals are achieved.
