Dear John:

I was glad to get your letter of February 14, and share
your hepe that an appropriate memorial is proposed.

For this proposal to have best prospects. it should come
directly to the President from responsible people. pref-
erably industrialists associated with the specs effort,

who would have the thrust to insure its success. The
proposal should be fairly comprehensive as to the compo-
sition and objectives of the commission. and should indicate
what funds and from what sources can be reasonably

relied upon.

Please send me a copy of the proposal and I'll do what I
can to follow up.
