Dear Mr. Walko:

The Preeident baa asked me. as hie liaieon with the State
Governors. to reapond to your letter of April 6 requesting
information on creative federaliem.

A memordldum from the Preetdent. copy of which in en-
cloaed together with the Preaidut'a remark. to a meeting
of all Governor. on March 18. may be neeful to you.

To implement the concept of creative federaliem. the Preli-
dent directed that a team 0! federal officials meet in each
State with their State counterparts. identify problems. and
follow through with solutions. To date the team ha. been to
twenty-five States. including New York. (Material from
that meeting is encloeed.)
