MEMORANDUM FOR HENRY H. WILSON. JR.
Subject: Congressman Hungnte. Missouri
Frankly, Hnngate is wrong -- and _1 cannot meet his demnd.
We have to maintain consistency in our programs or we are
lost.
I wrote him a letter which put the entire blame upon myself
and established for his constituents that he had made a muti-
mum eort: and I am not prepared to do anything more under
the present circnmatenees.
Basically, here is what happened: We paid Marion County
$100, 000 to meet certain disaster eiipensee under a contract
which specified that if any interest was made on the money
before it was expended for the purposes for which it was
granted. the interest belonged to the United States. Interest
was earned. and they not only want us to pay their disaster
expenses. but also to let them'rnake a profit on it. I think
that is unreasonable.
