Dear Tom:

I fully understand your position, and agree
with it. The President does not ask that we defer
anything in the way of construction which the
individual making the decision decides to be nec-
essary. but only those things which. while desir-
able. are not necessary.

I know you understand the difference between
excessive pressures on the economy and healthy
pressures might be only a margin of two or three
percent, and if. through the joint efforts of the
Federal and State governments and businessmen.
we can knock a few billion off of immediate plans,
it might be enough to do the job.

Indeed, if we can take a reading so soon. it
may be that the pressures are already being in

some degree relieved.
