Dear Mr. Boyd:

I appreciate your responding. and the constructive tone
of your letter.

i have not been in \' ashlngton long enough (only three
weeks). to respond to all your questions. but about some of
them i do have personal knowledge.

The President is making a serious and effective effort
within the Administration to reduce Cove rnment expenditures.
1 can testify to this first-hand; and that effort. together with the
restraint being exercised by business and State and local govern-
ments. is apparele having a stabilising effect.

1 can also tell you that the President is working. effect-
ively. and in his own personally persuasive way. to control
inationary forces wherever they arise. in business and labor
alike. Sometimes he is much better able to accomplish a
result in a private telephone call than he would be by making a
public statement embarrassing to the individual involved.

in the largest sense. what the President is trying to do
is to get the nation to exercise selfocontrol in the field of
economics as it has since its founding done in the field of law.
This is a new venture. and the response is renlly extremely
gratifying.
