Dear J ohn;

Thank you for writing me at Christmas and sending me the clippings.
As you probably observed. the headline doesn't really define the
story.

\ly jou is working with Governors -- All Governors -- North and
South, Democrat and Republican, liberal and conservative. Some of
the Governors approve of most of the President's program, some
don't. My job is to keep the lines of co-nmunication Open so that the
myriad administrative difficulties which arise when peOple aren't in
co :nnunication can be alleviated.

-.\ hat I said to the press as that the problem of communications is a
two-way problem -- that the Governors have an equal responsibility
with the President -- that the President has dOne more than any
President in history to establish communications -- and that Gover-
.tors must share the blame far failure.

lne other question hastto do llh the political views of some of the
Democratic governors. I did not refer to that in my interview. for

politics is not my responsibility. Inevitably. in communicating with
~8-3vernors. politics intrudes; but it is not the thrust of my responsi-

bility simply a side-effect.

The Rhodesian problem to which you refer is one that apparently has
baffled the leading statesmen of the world. i hope that we don't be-

come involved. but! have not had a part in making decisions setting
the course of our government.
