MEMORANDUM FOR THE. HONORABLE JOHN MACY
Subject: intergovernmental Relations Commission

in response to your inquiry, l have researched former Governors
with whom i am acquainted to suggest names that might be consid-
ered {or the chairmanship of the Intergovernmental Relations
Commission. They are:

John M. DaltOn Missouri
Michael V. DiSalle Ohio

Luther H. Hodges North Carolina
Stephen l... R. McNichols Colorado
Robert B. Meyner New Jersey
Matthew Welsh Indiana

1 am not familiar with Luther Hodges' physical condition. He does
have a broad range of experience which would be extremely helpful
to him. The same can be said of Governor DiSaile.

Steve McNichols was Chairman of the National Governors' Confer-
ence. is a capable person. and plans to attempt to win a Senate
seat in 1968.

John Dalton was an extremely capable Governor. but he is not a
colorlul person.

Governor Matthew \l elsh is presently serving as a Commissioner
on a Canadian-American joint committee.

My own rating of these gentlemen for this position would be in this
order:
