Dear Mr. atnart:

The President has today reque stsd me to make a commitment
that will require me to be out of the country on October 25. i
very much regret this. particularly after receiving your
printed program for the Conference. but know you will under-
stand my position.

i have taken the liberty of requesting my Deputy Director, Dr.
Myra: R. Blee. to prepare h address the meeting in my stead.
if this is agreeable. please send further communications to
him.

Again, I do regret my inability to be with you. but am condent
that the success the NAM has always enjoyed will again be
attained with the impressive program you have planned.
